Supporting Wales’ resilience to climate change

In July 2024, the Met Office State of the UK Climate Report highlighted that Wales has seen a 24% increase in rainfall and with the climate only getting warmer and wetter, we were tasked with supporting the National Infrastructure Commission for Wales (NICW) in communicating and preparing Wales for these impacts.

Between September 2024 and March 2025, Equinox delivered strategic support, analysis and planning activity to help NICW strengthen its profile as a radical yet practical independent advisory body to Welsh Government. Plus, we delivered a range of comms tactics to support — from PR around the launch of its flagship flooding report (Building Resilience to Flooding in Wales by 2050) to the development of a new visual identity.

Tactics:

  • Brand development — from comms guidelines and tone of voice to audience and partner mapping, a new visual brand was developed to elevate NICW’s presence across key channels, including LinkedIn.

 

  • Flood report launch — we managed the social media and PR launch of NICW’s flood report ‘Building Resilience to Flooding in Wales by 2050’, with 13 pieces of print, online and broadcast media secured to raise awareness of the report’s 17 recommendations. An OTS of over 1.6million was secured.

 

  • Thought leadership — we used the flood report to inform reactive thought leadership pitching for NICW’s Commissioners during times of adverse weather conditions incl., securing interviews with the likes of S4C and BBC Radio Cymru.

 

  • LinkedIn — we produced a new LinkedIn strategy for NICW and managed all elements of bilingual content creation and channel posting/management — with the channel’s following increasing by 18% as a result. Plus, we delivered training to upskill the Commissioners on using personal LinkedIn profiles to raise their voices further.

 

  • Strategy development — we hosted an engaging strategy workshop to co-produce a series of strategic outputs for NICW’s future. This included the production of a key messaging matrix; channel scope development; and new audience personas to support future comms.

 

  • Stakeholder toolkit — this was designed to aid Wales-wide collaboration in the mission to increase Wales’ resilience to climate change. Supporting this, it contained a wealth of useful communications materials for stakeholders/partners to use — from pre-approved Commissioner quotes to pre-translated social media content.
